Reducing State Policy Barriers to Electronically Delivered Higher Education Programs

This project was designed to:

The project achieved agreement on a set of “Principles of Good Practice for Electronically Offered Higher Education Degree and Certificate Programs.” These Principles have now become the first generally accepted basis throughout the country for evaluating distance learning programs.

This inventory describes the licensing and approval procedures and required filing fees that an out-of-state institution would need to meet to recruit students and offer programs (via telecommunications or not) in states of Alaska, Arizona, California, Colorado, Hawaii, Idaho, Montana, New Mexico, Nevada, North Dakota, Oregon, South Dakota, Utah, Washington, and Wyoming.
