The topics to be covered in the three costing policy white papers were initially discussed by the Advisory Committee over much of the first six months of the project. Once the topics were decided, the Advisory Committee assisted in identifying individuals to write the papers. All of the papers (listed below) are available from the hyperlink and as appendices in the TCM Casebook, Version 2.0.
A fourth paper "Assigning Expenditures to Activities and Courses," was written by project evaluator, Robert Wallhaus. The paper provides assistance in deciding how to estimate or measure expenditures that are feed into the TCM procedures. While it is a more technical document, the decisions outlined in this paper have significant policy implications in the final analysis.
